ACCORDING TO THE VOTING
72 PREFERENCES
In order to understand the process
better, assume that the European
Union transformed into a confedera-
tion and that a president of the United
States of Europe is being elected. If in a according to the number of residents
specific country we replicate the elec-
toral system of the United States, this
would imply that each of the European
countries organizes separate elections
for President of the Confederation and
the winner takes all votes in the coun-
try where he/she will win. Then prob-
ably it would be easier to predict the
outcome in some countries such as
Germany, Poland or the United King-
dom, where the stable leadership of
the right wing will provide protection
in the appropriate country for the can-
didate of the ”EPP”, which in this case
should be counterpart of the Republi-
can Party in the United States. Simi-
larly, in France and Italy, the current
arrangement of forces would provide
stable leadership of the “PES” candi-

date, which in this case is a counterpart
of the Democratic Party in the United
States. Hence, when elections for Pres-
ident of the Unites States of Europe
would be really held, the polls would
show double-digit leadership of some
of the candidates in these states and
in this manner, these states, although
would bear a vast number of the elec-
toral votes, would no longer be in the
focus of the campaigns and the public.
Taking into consideration that the sys-
tem rests on the principle “the winner
takes it all”, it makes sense that the
staffs of the candidates will quit the
fight in the states where a great differ-
ence exists, because the amount of the
difference is not important when the
electoral votes are won. In this man-
ner, the battle would be fought in the
states where the difference is small
and where the campaign could lead
to a turning point. These are the so
called “Toss-Up states” or if it is a mat-
ter of states with traditionally variable
mood, these are called “Battleground
