INVESTMENT PROJECTS WITH FUNDING
FROM IPA 1 AND IPA 2 IN THE FIELD OF
INFRASTRUCTURES
At the end of January 2016, Macedonia adopted the Law
on Charging of Services related to Water Distribution.
On the other hand, institutional cooperation started
between the Ministry of Environment and several
agencies for water in Macedonia in order to strengthen
the capacities in the agencies for water. This is
particularly in the field of tariffing, profitability, and the station (construction and everyday management).
the project also includes preparation of a business plan
for ten locations, one of which is the city of Skopje. As
a gift to the Government of France, there is an ongoing
initial study for construction of a treatment plant in
Skopje, which will last until September 2016. In addition
to the aspects of management and commissioning
of the treatment plant, it also includes evaluation of
the influence on the environment. The government
What brought you to Macedonia?
Within the procedure for membership in the
European community, aimed at approximation of
the standards to the European benefits, significant
legislative and organizational progress is required.
At the European level, there is a Directive that
imposes the member states to realize plans for
management of each of the great hydrographic
districts. These plans are accompanied by
programs for measures and activities which in the
next 6 years should present the required activities
wherewith the will reach the goals for protection
of the environment (treatment stations, fight
against pollution, hydromorphology…)
Thanks to the IPA projects, as well as the
bilateral cooperation, the Republic of Macedonia
made a step towards approximation of the
European contributions and this Directive was
applied together with numerous preparations of
by-laws.
From an operational point of view, the plans
for management of the riverbeds already started
to emerge. Among other things, the first stages
towards realization of the plan for Vardar’s
management were completed, thanks to the
recent project “Technical Technical Assistance
for Strengthening the Institutional Capacities

predicts commencement of the construction in 2020,
and currently investments are sought. The project
is first on the list of infrastructural projects of the
National Committee for Investments. The last organized
consultation with experts from the French company
EGIS was aimed to think about the best way to manage
